Organization and agility in the electoral registration process. These were the principals benefits that Quatenus’ technology provided to the process. From the information architecture to the implementation of a new system, the project was executed in a short time if it was compared with other processes with the same technical level.
All Angolan citizens able to vote should were registered. The focus was create a database with voters’ informations according with the rules from elector legislation from Angola. Quatenus’ technology made it possible. The advanced technology guaranteed confiability and security during the whole process.
There wasn’t a postal address in Angola. It means that addresses weren’t registered. There wasn’t a territorial structure or a population cartography study. Only part of the population had an address with street name and building or house number. For this reason, Quatenus’ team had to deal with two challenges in the process of electoral registration: the geographic condition of Angola and the short time.

The purpose was to georeferencing each voter in the election day. It would allow him to exercise his right to vote near his home. In the whole country, 72.106 referecial points were demarcated from the address registration and from the number of people per region. Posteriorly, the citizens were associated to a vote section nearby their homes. In total, more than 9.400.000 citizens were registered.
One of the parts of the registration electoral form was identify three referencial points to each voter. To make the points’ distinction they used photos from buildings and people from each point.
When the information arrived in the niuGIS platform, there three points were attributed to a home’s citizen. It was possible georeferencing 9 millions of voters. Thus, the distribution of polling place was easy, because it was possible to know exactly how many it would were necessary.
In order to facilitate the operators’ management, the Quatenus Launcher was utilized to configure functions in the tablets. The Quatenus Tracker was used to realize the telemetry in equipments, recording the variables like battery level, GPS signal, wifi problems of each device.
The operators had to work in specific regions. This region definition was done in the Quatens Core and Team Edition. Inside the same platform was possible to set operations’ zone alarms. Analysing the events and alarms repetitions, the Quatenus’ Central could know what was happening outside and act rapidly.

Technology and confiability in the register of electoral process
Identify the points and organize the voter’s local were possible in reason of a set of Quatenus’s technological tools. An operation team with 4.500 professionals was necessary during the registration process. They moved themselves to the local determined to do the identification.
Tablets were used to register the citizens’ informations. Besides them, motorcycles and cars also were used to make the logistics’ operation easier. There were huge distances between some regions. Both tablets and vehicles were tracked by Quatenus.

The project logistic was facilitated with routes and distances mapped. The tracking ensured the efficient and security of informations.
Each equipment tracked with Quatenus allows to collect information anytime. New roads were defined with this information sent to niuGIUS. These new roads were unknown by people and those were used in a mobile tool that was developed specially to the electoral register and the elections.

Mobile devices had a huge relevance in the project. Because of them was possible to guarantee the registration in Angola’s remote distances. Every information was followed in real time by government and leaders.

Proof of voters’ life
An important step in the process of updating information was the proof of life of the voters. It was necessary to check the card of each voter to identify and remove the general data base of those already deceased.
Quatenus technology also allowed that this check and update were done with agility and precision. As the project progressed, metrics were also viewed in real time on the same platform. In this way, the people involved in the process could saw the status of each stage and everyone was aware of the project situation.
Make the manager of multi-assets (vehicles, equipment and people) on the same platform is the main advantage of Quatenus technology. It is important to note that communication centers were created to support the technology. The use of GPRS and satellite information (in areas where there was no GPRS communication) ensured data accuracy and agility. Especially in the sending of the information, which guaranteed the availability of the data practically in real time. There was no need to wait for reporting because the information was online and accessible to everyone.
The technology solution also allowed offline operation. In this way, data transmission and recording were 100% reliables. Transparency in the design and organization of information were the main benefits that Quatenus technology provided.

The Central’s Quatenus was installed in the Ministry of Territorial Administration (MAT), where operators controlled the activity and assisted operators in the field.
“All the information coming from the field had a centralized and integrated treatment of big data. It means that we created a structure for the dissemination of information in real time to all interested parties. This ensured transparency and risk sharing, as well as rapid communication on the achievement of targets.”

In order to mobilize Angolans to join the electoral register, the “Angola Presente” campaign was created and was divided into three phases:
- Phase 1: Identify voters who had already registered in previous processes and who already had the voter card. It was necessary to make the proof of life.
- Phase 2: Identify people who needed voter card, either for new or old records.
- Phase 3: Engage and motivate voters towards the love of their country. The connection between the electoral register and the exercise of the right to vote was intensified.

New development challenges
According to the president of Quatenus in Brazil, Luis Filipe da Conceição Nobre, the project brought great positive changes to Angola. After independence in 1974, Angola begans a civil war that lasted until 2002, causing the destruction of essential infrastructure for the administration of the Republic and the social and economic development of the country.
“In a context of enormous logistical difficulty, bad road infrastructures, telecommunications and training of human resources, we implemented the Electoral Register project. This provided the Angolans the guarantee of exercising the fundamental right of citizenship to vote and elect the leaders to govern the country”, comments Luis.
